Q: If you put this upside down (the opposite way it shows in the photos) could it be used to catch bird seed? Our dogs keep eating the fallen bird seed!

Good question. The design makes it rock a little to avoid squirrels getting a good hold. If installed upside down, the smallest part of the cone would rest on a sphere shaped bracket. It would catch the seeds but I could see the bigger birds trying to get to them and it would tip. Not sure how you could stabilize it.

Q: The diameter of my pole is 1.3 in. Will this fit without being tight?

Description says, "fits for any 2/3 inch to 1-3/8 inches pole or shepherd hook". Since 1.3 is about 1-1/3" and 1-3/8 is almost 1-1/2 you should be fine (if my math is correct!)
