There is nothing in the packaging that says that.

Q: There are no instructions. It says "do not open." Which side goes toward the top of the lid? Do you take off the cardboard?

Orange side up, toward the hearing aids. Yes - take off cardboard. My experience with these is that they don’t last very long, before they turn white, which means they no longer absorb moisture.
