Sure, There is a built-in stainless steel probe at the top of the tank, when the tank is full, the stainless steel probe will automatically cut off the power to protect the equipment and the water from will not overflowing.

Q: auto restart? incase of power outage does unit automatically come back on by itself?

It does not automatically come back on. You have to turn it back on.

Q: does this have to be set up near a sink?

No. It does have a drain hose so you can. We just dump the collection tray ever few days. We did forget about it for a while and it automatically shut off when it got full.
