Q: Would this work as insulation on drafty Windows?

This is not suitable for window fraught excluding, it is a heat reflective sheet which you stick on the wall behind a radiator to increase efficiency.

Q: Are the pads double sided

Yes but you will have one hell of a job to get them off of their backing. I used my own double sided tape from the garage but even this did not stick to the wall for long Found best results was to push brown paper from finished Christmas paper rolls down horizontally at the top of the radiator to push the foil against the wall

Just be very careful peel a little bit in the corner with your nail. I got the hang of it after a few times well worth keeping going as it makes a big difference in your rooms much warmer. If your stuck purchase a roll of double sided tape and use that. Once you get one off you will manage the rest. Good Luck
