Does this support 120Hz? Can't find any info

I use 120hz exclusively and this cable has been working wonders. It's my favorite cable out of the dozen or so I've used. I also use max bandwidth with Oculus software using debug tool and still has no problem staying charged. Just be sure to use a good USB-C charging adapter. Don't put a USB-C to USB-A adapter on it. Use the adapter that came with the Quest 2 or pick up a PD that does minimum 18w (I recommend higher because they are good to have, but 18w will be sufficient). Using a USB-A to USB-C adapter is meant for data only and blocks the PD discovery between the adapter and the device.

Question 2

Do i need a special usb c plug? Aren't there different amperages?

This specific cable provides the data on the USB A connector and power on the USB C connector. Generally you do not want to use your PC to connect power-only USB cables because the ports are designed for data and the USB specifications for data ports are different than charging ports. USB C devices typically use Power Delivery protocol, which auto-negotiates the voltage and amperage (usually a combination of 5v, 9v, and 12v modes). Your device tells the charger which modes it accepts, and the charger will adjust appropriately. Get an 18W USB C wall charger (don't use an adapter between the cable and charger, those are for data). 18W charger typically outputs either 5v @3a, 9v @2a, or 12v @1.5a. you can use the power adapter that came with the quest 2.

So plug only the USB A connector into your PC. That's for the data. On that same side of the cable is a straight USB C connector as well. That's power only. Use the 18w (or higher) wall adapter. The side with the USB C at 90° angle is the Quest 2 side. As long as you hook it up this way, you should have the best results and safest for your PC and Quest 2.

Unorthodox approach, but: could this be used to charge a cell phone via usb c to a usb c car charger, while using usb a to connect to androidauto/car?

To the best of my knowledge, no. It is designed, so far as I know, to prevent power from being drawn back into the USB A port. The circuit inside the little box part is a one way power injector and so you should only be able to receive proper power from the dual end going toward the single USB C tip end. Data will transmit both ways on the USB A end but the USB C injector connector is power only.

What is the length of the cable from the computer to the Oculus Quest 2?

The cable from the PC (the USB A connector) to the quest 2 is 5 meters (16.4ft). That's the maximum range USB 3.x is rated for on data to meet spec. The USB C power-only part of the cable is 5 feet long, giving you some flexibility on where your USB c power adapter is plugged into.
