Q: What frequencies can I use and not need a license?

With regards to this particular radio... none really. At minimum get a GMRS license which doesn't require a test and only $35 to the FCC so you can legally transmit on 462.5625 MHz to 467.7250 MHz.. Everything else would require an amateur technician license (HAM) to transmit. If all you want to do is listen, then have at it. You don't need a license to listen.
