Can this be managed without the cloud?

It supposedly can be managed on a mobile app as well, but cloud is free as well

Can this act as a dhcp server?

Yes, when you set up your site you will want to use the option "An Instant On will be connected directly to a modem supplied by your internet provider ISP and it will be your primary WiFi router" option. The AP will then act as a DHCP server. After you are set up you can change the DHCP settings under Connectivity in devices including the base IP address and subnet mask as well as reserve an IP address(s).
