It should no refreeze into ice if applied correctly.

Q: Do you put it down before the snow comes

I thought this was pellets, it is a liquid. I have the pellets which I like . I put the pellets down after it starts to snow. The liquid you need a pump, I am going to try to find one. I would also put the liquid down, after it started to snow.
