Q: Are these flexible/made soft rubber like material and of weight that cannot be blown around by the wind? I need to mark track lanes.

These are tiny 3 inch cones. Yes, they will be blown around in the wind. PS,,, if they are for your child. There is a warning on the package label that states, it is made with a toxic material. And that It is unlawful to be sold in the state of California due to the toxic chemical. Not for children!

Q: Are these open on the bottom? Could you serve cake or ice cream in these, are they big enough for that?

Yes they are open but they're very thick and durable (surprisingly) even though small. They're actually like a real traffic cone just shrunken to hand size. I feel like they might be too much for cake or ice cream but not impossible. Their pretty weighty.
