Q: Would this work to fill in/darken stamped impressions on metal?

Ranger Alcohol Ink would be a much better option.

Q: anyone have trouble getting it come out?

Try to unclog it with a stainless needle or pin. That’s what I do when mine gets clogged. Also after each use tap it back down & squeeze out what’s in the tip than wipe it off before putting the lid back on it.

Q: What is the difference between this and Testors enamel paint?

The Testers paint has more of the toxic smelly ingredients and that makes very durable. I used it myself.

Q: Do you think these enamel accents could be used to draw lines as in mosaic outlines?

The enamel accents were meant for more paper/craft projects. I would think it would work if you were doing a mosaic motif on a card or scrapbook page. I would not use it with actual mosaic tiles. It is a small bottle and you may have some difficulty in squeezing bottle and maintaining a consistent thickness to create the look of leading.
