Q: Is it waterproof - i.e. will inside remain dry if it's raining?

No. Not in sustained heavy rain. I walked through that sort of weather for 35-45 minutes recently and the contents were damp to touch - laptop was ok but probably only as it was also inside a soft case within the bag. Otherwise a fantastic bag, just beware downpours. (Edited to amend duration of rainy walk...)

Well I can't guarantee as *strictly* speaking it's up to each airline as to whether they follow the international guidelines and how they might adapt them with regards to size. I strongly recommend given the cost of extra check-in that you check and make sure against your typical airline. However this (carry-on) is how I have successfully used this bag on two occasions and is why I chose it.It's a soft bag so it will depend on how much you fill it. If you under fill it all three dimensions will be ok, of this I am very confident. If you over fill it then one of the dimensions (depth) will probably be over, then you will be taking a bit of a chance. (Then there is weight, but the bag itself quite light)

Q: Can you fit A4 folders in it?

You certainly can. I always have a Black 'n' Red A4 notebook with me and it easily fits into the main compartment.
