Q: Does it fit on motorcycle handlebars where they might be a lot of vibration?

I think it would fit, but the vibration could give serious issues to the mechanism. It's okay for light movement, but probably not for the rigours of the road. I think you'd end up with some shaky footage. The clamp is strong enough, but the head is only held in place by a spring. You won't lose your camera, but major bumps might be a problem. As it's not a hugely expensive item, so it may be worth trying out (depends on the suspension on your bike).

Q: Will this hold a canon 1200D weight on my overhead camera rig ?

Hello, I must admit, I have not tried anything bigger or heavier than a Speedlite. I am unable to serve with a positive answer to this particular tool for the purpose you desire.
