Q: What’s the difference between this and polish

If you use polish you're boots won't be waterproof! This product don't shine as such! more protect !

Q: Is this equivalent to mid tan by kiwi? will this be allowed in phase one?

I don't know if this is equivalent to Kiwi polish; but I use it on my issue Altberg Defenders and it's fine. It doesn't produce a gloss shine, for that you'd need to use Leder Gros. I've known people who've used Kiwi polish on their brown boots and it's turned their boots slightly red in colour.

Q: Does this leave a greasy residue that rubs off on clothes or more of a dry waxy finish, as many "conditioning creams" or "conditioning polishes" do?

It dries to a waxy finish. Polishing to finish is recommended. The best waterproofing compound I have found because of its combination of wax and oil.
