The short answer is, no. When there is direct sunlight , the fan runs great. With nothing blocking the path of the sun, it will continue.

Q: Question is the fan made out of metal or plastic? I'm thinking about using this for my car during the summer heat. If it's plastic it might melt.

It is totally made of metal, no plastic. However to be honest, it doesn’t turn fast enough to even circulate air whatsoever, even with charging in the bright Florida sunshine!

Q: What kind of plug is this? Is there a battery that will plug in between the solar panel and the fan using the same plugs?

It's a USB plug. There is no battery. If the solar panel isn't getting sun, the fan will not spin. The more sun the panel gets, the faster the fan spins.
