Q: Descr. states cloud subscription is included. Am I correct in that I don't have to pay for any fees for NeatCloud or is it a limited tim subcription?

after the trial period , the current policy is $119 a year. Neatcloud subscription also include the NeatMobile app for scanning on the go. Works great on my 5s.

Q: what is the difference between this unit and their other neat scanner

Basically, the first model needs to connect to a computer in order to work. You need to load the NEAT software, and you can then either sync to the NEAT Cloud service or house your scans locally or both. With this latest model, you have the option to simply sync to the cloud and bypass the hookup to the computer. You can then sit it near the door or on the coffee table and scan your receipts and file them as you walk in the door (at least that's what I do). No computer needed. However, you can download it to a computer elsewhere in your house if you like from the Cloud or just log in on the website and look at your receipts. Hope this helps.

Q: Whats the diffrence between this and the other listing for $100 less?

There three models. The one you reference connects via wifi be it through Neat Cloud or you computer. The one that costs $100 less has essentially the same functionality, but must connect directly to the computer. In this day and age, that can be a pain. The third model is a mobile scanner, which is good for the business traveler.

Q: What is the voltage for this? (i.e. Is it US & EU or just US)?

The power supply supports 240, should be able to use a plug adaptor or substitute power cord
