Q: I have hardwood, is this thick enough to dampen noise for downstairs neighbor?

The acoustics may be a little different for me, as I have wood-look tile, not hardwood, but this is nowhere near thick enough to dampen noises. It's not soft (if it was, your chair wouldn't roll properly on it) so the sound is still going to go straight into the floor. I literally just heard my husband move his chair in the other room as I typed this.

Q: Is this bpa/bps free as well?

I am not sure about that. I personally didnt like this mat. It didnt stay put and would slide around alot and my chair wheels would get caught on edges and curl the mat. I spent more time picking up the chair to free the mat from the wheels.

Q: I have read many reviews saying it slides around on the floor, and some others say that it says put. Which is it? Has it been updated to be better?

it slides around a lot. I got 4 inch black gaffer tape B01N9WYLMN and taped it down slightly stretched, and it now works great. If you don't tape it down then it will slide all over the place.

Q: Can I use it on carpet? Please explain why not if not.

I wouldn't recommend it. The mat is not sturdy enough on top of carpet. You should search for a pad with a thicker material to use for carpet.
