Yes, the Smart Sock is not required for the Cam to operate. The Cam and Sock can be added to the same Owlet app but function independently of each other.

Q: Can I view multiple cameras w the app? If I get two owlet cameras for two kids in different rooms?

If you add a 2nd child they will not be both visible at the same time. It makes you click on the name to open up the camera view.
