Q: what are the dimentions of these filters?

1&1/2" dia X 2&1/2" high with a 1/2" hole part way through.

Q: Will these fit on a fluval 406 intake?

It's possible that they, technically, might fit, but the sponges themselves are not appropriate for that filter. For the Fluval 406, you'll want a sponge that is MUCH larger. On my Fluval 306, I use this one from Amazon: Filter-Max III Prefilter by Aquarium Technology. You can also find larger ones under "pre filters" on aquariumcoop.com.

Q: I have got guppies in my tank and am wondering if this will help stop them from getting stuck to the filter unit and dying?

This will definitely help, but your guppies are probably dying before they get stuck to the filter.

Q: Is this hollow or have sponge on one end? Will the water still be sucked up with my penguin filter?

It's a hollow cylinder, open at one end and closed on the other. Water flow starts out good, but declines as the pores clog . I change sponges once a week, when flow slows down. When I clean the sponge under running water it holds an incredible amount of dirt. I would prefer the sponge be more open cell, to stop baby shrimp and fish from getting sucked up but allow dirt to enter the filter. but it catches all. Still, they are cheap enough that I use them until I find something better.
