Q: Where are these made?

They are made in China. I wouldn't buy them again because the packaging doesn't indicate what they are made of so I don't know of they are genuine 'Swedish' type dishcloths or not.

Q: Do they ever get softer overall? I wanted to use them to dry my hands but, without water, they're like cardboard.

Yes, they are like cardboard when they are dry. I find that they dry pretty quickly after use. I tend to use them more like a sponge or a paper towel to wipe up spills and drips in the kitchen. When I rinse them afterward, they are just barely damp and still soft after wringing them out. I use them all the time at home and also at work for wiping down my desk or my tea cart. I love them because they don't collect crumbs, coffee grounds, or hair in the crevices like sponges or microfiber cloths do. But I use a regular tea towel for drying my hands. I don't know if they eventually get softer overall with time. I've only been using mine for about a month.

Q: Is it necessary to prewash before using?

No prewash needed. Use right out of the bag. The cellulose does have a smell when it gets wet but it will go away afterwards.
