No instructions were included in my set. But you're honestly better off watching YouTube tutorials, there are tons of them.

Q: does it take air or helium?

We used air.. and they looked great!

Q: Can these balloons be blown up with helium?

Don’t buy them half the balloons are not good

Q: Are there no instructions?

No there aren't any instructions included with the set. But there are many youtube videos you can search for. You can either use the clear fishing string or the strip for the balloon arch, its up to you and what you find easier.
