The plus sign on the bread board represents where you will connect the plus battery terminal. The negative sign is for the negative battery terminal.

Q: what's the max current for this board?

I use these only for small electronic circuits in an electronic course for electricians. So at most, I have never exceeded 1 Amp. However, I would not worry about applying at least 2 amp circuits.
