Q: Is this ok for a 3/4hp blower motor? all specs are identical to my old relay, except mine is marked 3/4hp (others with the same specs are marked 1/2)

This relay is rated 12Amp @ 120V. This means it is good for 1.44kW, which is save for 1 1/2 HP (almost 2HP)

No this is a double pole single throw switch. What you are looking for is a potential relay.

Q: How many amps will it handle?

Load amperage unknown. Keep in mind it is only a slave relay, meaning the only load on it would be that of the coil in your larger relay carrying your workload.

Q: Is there a latching mechanism that mitigates fast cycling when grid voltage 'flickers'? what is the difference between cut-in and cut-out voltage.

As I recall a capacitor in the coil circuit acts like a shock absorber during these flickers. Have not actually put into practice. The cut in voltage is the amount needed to actually energize the coil which may be higher than the cut out value.
