Q: is anything else holding the carrier to the seat if you use the buckle on the seat? Wouldn't it slide around?

It looks like there are gapes in the belting along the side of the carrier where a seat belt from the car can be passed through and then fastened in the buckle to secure the carrier to the seat

Q: Is there a buckle inside to attach a harness to win the top is down so they don’t jump out

There are 2 harness straps underneath the pad on ours.

I don't think it's waterproof , maybe resistant? My dog spilled her waterbowl in the bottom, I unzipped it and it dried really quick in the sun.
