Q: can you plug the charger with the phone on the bottom level?

I cannot charge my galaxy 20 from the bottom level. There is not enough clearance between the stand and the surface it is sitting on for the plug. The upper level works just fine. This stand is great and very sturdy at what ever level you choose to use. I hope this answers your question.

Q: Will it hold a cell phone with a wallet cover?

Depends how thick. It holds my old phone in its case which is about 3/4 of an inch thick without a problem

Q: Does this come in a 2 pack?

Mine came as solo but I did buy two. I absolutely love this stand for holding my e-reader while eating.

Q: Can you adjust it so that the phone is totally upright?

The stand has several notches that set the angle. There isn’t one that would hold phone fully vertical/90° to a surface. I think if it did, phone could/would fall off forward easily. (there are no side grippers; the phone rests via gravity on 2 little silicone coated arms, like a shelf. I like this phone holder, and I find its most-upright position satisfactory, even though not vertical.
