i can't get this part to go on all the way. it seems like it is the oring that is preventing it from going on all the way. is there a trick to this?

No trick, but make sure the old o-ring isn't stuck on the pipe and interfering. You can lubricate the o-ring with some coolant or dish soap to make it slip on better.

im about to order this part. is there an oring or seal that goes inside of it? i didn't notice one when i took it off, but could have missed it.

It's been over a year since I replaced this part, but from what I remember, it's just the water outlet. No seal. Just push the water outlet on, and clip it down.
