Hello Kelli, it clips to the top frame of the tank very securely.

Q: Is their a way I can attach this light stick to an aquarium without a frame? Also, my aquarium has a black hood on top.

this light bar is attached with a clip to the frame - you might want to look for one with suction cups instead

Q: Can this be set to the twilight cycle mode and then plugged into a timer? Or will it default back to a different setting when power is turned off?
