Q: Is the color quality consistent? I don't understand how it can receive bad reviews. In the store the paper is always exactly the same.

Yes they are consistent. Some pads have fade to the design and it looks old. Like a muted color. So if you like the old look then you'll love the paper. If your not so into that then you won't care for the look you get. I love the Tim Holtz paper myself. Also some don't care for the design of the papers either. There are a few pads I really wasn't wild about but a few I have gotten over and over. Hope that helps.

Q: Is this product made in the USA?

No made in China. All the paper pads I have say made in China.
