Q: What is the size of the smaller cover or are they the same size

In the two pack, both are the same size, large and deep enough for just about any dish. No problem with smaller plates.

Q: Is this bpa free? ikea's site does not say "no bisphenol a added" for this one like it does for other ikea's plastic products.

Not sure but you shoud realize this does not have a handle or anything to grab on to when trying to lift it off. I just tossed mine and got this one that I love. It is BPA free with a handle to grab on to...love it and it is Amazon Prime shipping. Only $8.69 for 2! First of all, I do not own 2 microwave covers I just received one and it was not wrapped therefore I am not using it, I am in the process of returning it. Sorry I can not help you.
