Is this truly RG59 cable or something smaller?

All I can say for sure without cutting the cable is that the OD of the signal cable is at least .235" so it appears to be true RG59. Of course, the siamesed power cable is smaller. It is labeled "RG59/U CM", the U meaning general utility use. CM is discussed here: http://www.ul.com/global/documents/offerings/perspectives/regulators/electrical/newsletters/W&CMG_April2007_Final.pdf

What gauge wire is this?

I don't know exactly the gauge could be around 20 , but I used 150 feet of wire in one of my 6 camera and I check the voltage there was 12v ..with the infrared on only drop 0.4 volt My Camara need 0.9 amp to work at night.

Can I just use the sdi portion of the cable only and it will still work?

From one type of cable end to another or are you asking what is the best converter for receiving a UHF signal or are you asking what type of adapter for the back of your receiver to change a VHF connector to a UHF connector. ??
