Q: why doesn’t the backpack adjust for higher back placement

There are some adjustment buckles on the straps, but the design seems to direct weight into your hips and keep it off your shoulders.

Q: will this hold 2 peice rod?

It would depend on the length. For a 2 piece, I would estimate the maximum length as 6 feet. There are cords and straps on the side pocket, so you can secure around the reel. But any more than 3 feet sticking up seems like asking for trouble.
