Q: Is this stove operational for instance in a ice shanty?

No! It's a toy not a real stove whatsoever

Q: would it be at 1/6 scale for 12'' action figures

It's more like 1/4 - I'm using it with 18 inch AG dolls, and it's just about the right size for them (the cooking accessories are about 1/6 scale, though!)

Q: Can one light a candle in, or put a lit candlein, this stove?

I haven't tried it, but it is cast iron and I would think as long as it's on a protected from heat area it would be ok. I think a tea light would work but I would monitor it.

Q: is it possible to send in France ???

i should see why not its not that big but a lil heavy
