Q: Will this storage rack work with smaller bottles of paint such as a 1oz Golden brand acrylics or would they fall out as it is being rotated?

I believe they would fall out. Sometimes when it rotates they lean forward and by fitting the bottle size they would slide out, I would keep with the 2 oz.

Q: Can this be mounted to a wall?

You probably could it has side mounts where you can screw it to a table couldn't see that a wall would be any different. The only question,it has some weight when completely full of paints.

Q: When I first assembled this unit and filled it with paint, the rows of paint would not stay upright.

You might have the screws too loose or too tight try either one.
