Q: can these be refilled?

Yes. There is a larger refill version for this item, and that black lid just screws off so they can be refilled.

I don't know for sure but since so little is used I don't think it will harm it. It is alcohol, oil and distilled water mostly in a mist. My husband , who watches his septic like a hawk, has no issues with it. We have used it especially when grandkids come over. We have 10 and 7 are boys. Not sure if this helps.

Not an air freshener, you spray it on top of the water befor you go poo to keep the smell from going into the bathroom.
