Q: Is this compatible with the peak design standard plate?

If it's a standard Arca-compatible plate then yes.

Q: Is the ball head qr clamp independently rotatable? not the base. but the top qr plate.

If I understand the question correctly, the qr clamp plate does not normally rotate independently from the ball. If you loosen the screw securing the plate to the ball it will rotate, but it makes little practical sense to do so during normal use.

Q: Does the mounting plate screw have a D-ring for screwing on without a flat-head tool? Also,can the base clamp accommodate a 40mm-wide Arca type plate?

It does not have a D-ring on the plate. That was my main complaint in my review. I keep a nickel handy for that reason. Regarding the 40-mm wide place, I measured the gap when the jaws are at their widest, and they open to around 38-mm. You might be able to slide a 40-mm plate under the lips of the jaws, since they are wider at the bottom, but I wouldn’t count on it.

There are hundreds, maybe thousands of compatible Arca-type plates available. You'd need to pick the one that best fits your camera and has the features you desire. Some have strap loops, for example, and pins at each end to prevent sliding off. Some have screws that can be hand-tightened, others require a tool. Some are wide, others narrow, some long, some short.
