It seems to be made out of a high impact polyurethane. As far as the methanol and/or acetone; it would most likely disintegrate the plunger gasket. I would look for a chemistry grade glass syringe; with a polyurethane plunger gasket.

Q: Is this syringe capable of dispensing something the consistency of peanut butter?

Sure with the following in mind. 1. Use the larger needle attachment. 2. An emulsion like peanut butter needs to break tension, so smooth and warmed.

Q: Is this washable? I am using it to fill my cosmetic bottles so I would need to sanitize it.

Although you didn't say what you use for a sanitizer, this syringe should not be affected by most, if not all, chemicals used for sanitizing. It is made with quality materials and should withstand a rinse with boiling water too.

For a filter; I would first measure the inner diameter (ID) and cut to size; or buy the appropriate size. Be mindful of the extremely narrow passage on the needles; which makes it impossible for oils or any other viscous chemicals and/or liquids.
