Q: Are the steps that lead up to the slide supposed to be loose? As far as I can tell I use the right screws, etc., but the steps are still loose.

No, ours are not. They are very steady

Q: Can one of the swings be replaced by a baby swing?

Yes it can..just beware that the warranty is for ages 3-8 yrs..

Q: Do I have to dig into the ground to assemble the swing set? Or will is be fine on top of mulch if used with anchors?

You do not have to dig, as a matter of fact if you do the swings will lose ground clearance. I used 2 anchors on each leg of the swing set and it is stable and tight.
