could i use this to protect the joists under my decking?

I used the tape to hold down roof tile until I could replace my roof. I would not think tape would be strong enough to protect deck joists unless you want to keep mold or insects from harming the joists. If you are using the tape for support to with stand a large crowd or heavy loads. I would replace the joists for safety reasons.
