It might be, but because it is not rigid, if it is hit in any spot, paint is likely to crack in that impacted area.

Q: Would this work around a brick corner to protect a garden hose from being damaged?

My sense is that it would work, but only in the short term. It is made of soft foam materials to serve as a bumper or protector, and would not hold up well to the continual abrasion that a garden hose would cause to its surface. So no. Find something that would be more durable, specifically made to withstand abrasion.

Q: Will this stick to cinder block steps? I’m trying to protect my car from hitting the edge of the steps leading into the house from the garage.

I believe it will, especially if it is not a chronically wet environment and there is not ongoing or intermittent traction on the edge protector, such as repeatedly stepping on it.
