From personal experience no, it does remove all of the waterproof mascara. It would be best to wipe of makeup and waterproof mascara with an oil-based cleanser or makeup remover, then follow it up with the face wash! Hope this helps!

One of the pumps on My 2 bottle package was broken. I emailed them and they sent me a replacement.
