Hi, Thanks for your question. This Dual arc lighter and Jet torch lighter 2 in 1, The torch lighter needs fill fuel. The electric lighter is rechargeable, built-in a rechargeable Li-ion battery, the plasma lighter requires about 1-2 hours for a full charge via the USB cable we supplied. When you plug it in the LED lights will light up from the current power. There are 4 lights, signifying percentage. (Bottom LED is 25% charge). The indicator shows 100 when fully charged. If nothing happens, please contact the seller, we are willing to send a replacement for you. Hope it can helps.

Q: Does this lighter use the dual plasma arcs to ignite the jet flame, or does the jet flame have a secondary ignition source, i.e. a click ignition?

Hello, Thanks for your questions. Combines butane torch lighter and plasma lighter into one. One is strong blue Jet torch lighter, which needs to be filled with butane. The other one is rechargeable arc lighter that you can use USB cable, generated by electricity. There is only one flame jet outlet, they cannot be used at the same time. Hope can helps that:)
