Q: Is this cutting mat as stiff as a board?

It is very stiff and firm… works best on a smooth table or counter. I use mine on the floor that’s carpeted and get good nice clean cuts

it is the size. A3 designates 12 x 18 inches. A4 designates 9 x 12"

Q: Is this mat smooth or Is this a textured surface from the grid?

This mat is smooth on both sides, but "grippy" so that it doesn't slide. You don't feel any texture from the grid lines on either side.

Q: Why sell this if you will not ship it? i tried to order a 36x24 but amazon refused to ship because of size

It could possibly be an error. I ordered one and didn't have any problems with shipping or delivery.
