Q: Do the hangers have rubber on inside of clip so they don’t make marks on fabric?

They don't have rubber on the inside. It's more of a hard plastic.

Q: Are they strong? Need to hang banquet sized tsblecloths

They are strong. The only problem I had with them is that the clamps slide on the bar. When I first hang a skirt it looks neat, then the clamps slide toward the middle. So the clamps don't fit tight on the bar.

Q: Does the metal hook swivel?

Yes, the metal clips swivel... and the hanging hook as well... great purchase!!!
