Q: Is this material heavy duty enough for an outdoor chair seat & back?

It's not as heavy as a deckchair canvas, but if you doubled it I'm sure it would work OK.

Q: Can I buy one piece with 2 meters? If yes, how?

Multiples of one metre are sold in one length. If you want 3m for example just select 3 in the drop down box when it asks you to select.

Q: does this need hemming to prevent fray? I'm wanting to use as bag bases

Yes you will have to do something with the cut edges as it does fray slightly and goes a bit straggly when washed. Depending on what you're using the canvas for, a simple hem or a zig zag edge would be fine. I made Japanese aprons with it and they came out really well.
