Q: should this have a safety seal on it? Mine didn't.

Mine didn't, either. It was in a separate plastic bag that guarded against leakage, but there was no seal on the bottle itself.

Q: Does the bottle not come with an expiration date and safety seal?

Nope. Neither of those included in/on the packaging. The bottom of the bottle has an imprinted code that I assume could be used to identify a lot number (and date produced) but there is no expiration date.

Q: What are the current ingredients?

Here is the list - same on the bottle I received just last week. :)

Q: Does this smell like carnations? (which I like)

No, or maybe very faintly. Also, it did not remove my eye makeup very well so I did not Repurchase.
