Q: Would these brushes be effective, yet gentle enough for a 2 year old's nails?

These nail brushes are the best I have used, but I think they may be too harsh for a two-year old's fingers.

Q: in 2021, did they fix the the bristles falling out?

I bought mine last September, and have had no issues with bristles falling out. Both of mine are still fine, and they get a lot of use.

Q: Does this clean toenails?

Yes. Actually great for toenails too, because the finger nail cleaning bristles are a bit longer than other cheap ones and VERY sturdy...but if it were me , i would get a seperate one to clean toenails ;) 🖖🏻
