Q: Is this an open differential ?

Yes. This differential is basically the same as the factory plastic open differential with the exception of the gears being metal. I'm not sure if they make a spool or some other positive/limited locking device for this application; although I haven't really looked.

Q: Will this work if I install a 15t motor instead of the 20t

Yes, the is the perfect upgrade to adding a faster motor. It can handle the extra power of a 15t motor. Also, it works well with brushless systems.
