Q: Does this unit send an alert to your HomeKit app on a phone during a blackout?

No it can’t, as it would rely on your WiFi signal to do so, and if you have a blackout (powercut) then you have no internet.

Q: Can you plug this into 220 volts?

Input is 100 to 240 volt, so, yes.

Q: Can batteries be replaced and if so what type of battery and how do we replace them? we have an older model that is not wi-fi compatible.

I don't think you can replace the batteries. I just leave them plugged in ALL of the time in the wall outlet. Have never needed to replace them.
