Hello Ann, Thank you for your question. There should not be a cover there, the hole from which the solution is dispensed is so small, that it is very difficult to see with the naked eye. Q: Is this pump mist or spray?

It is a pump of spray which comes out in a jet-like stream. The device needs to be primed by pressing the Actuator down before first use and long intervals between uses.
