Q: Does it work on Surface Pro 4 (mini display port)? + Would it work as extension to two other screens?

This did not work on my Surface Pro 6. Instead I bought two single mini display port to HDMI adapters and that allowed me to have three monitors (laptop plus two monitors).

This device will only work with your Macbook Air 2013 if your laptop supports MST technology. Please check with Apple or call our customer support line for assistance with this device.

Q: On a 2013 mac with high sierra, even tho it only works in mirror mode, would it mirror across the 2 external displays or be the same on both?

Both external displays are mirrored while the MacBook display is separate, or all 3 can be mirrored but the 2 external monitors are bound together in mirror state. :(

Q: Will this work with macbook air 2018?

As long as it has a USB port, yes.
