Yes, rinse any filter. Rinse before installing and also after. Every single carbon block filter will shed carbon, almost all of it right up front. If you doubt, look at a (clean) glass of water out in the sunlight before rinsing. One is supposed to BUY a filter, not BE a filter.

Q: Is the opening at the bottom and top the same?

Yes, with rubber gasket on each end.
